Hacia un enfoque pragmático de la acción pública
Resumen
El artículo expone los principales principios, conceptos e hipótesis de un enfoque pragmático de la acción pública. Inspirada por la filosofía pragmática americana de Peirce, James y Dewey de inicio del siglo XX, por el giro lingüístico de la filosofía de los años setenta y por la sociología pragmática francesa de Boltanski y Latour, esta nueva perspectiva privilegia la descripción concreta y micro de las actividades que realizan los actores para mantener o transformar las políticas públicas en vez de teorías causales generalmente macro cuya fuerza explicativa tiende a enceguecerlas. Tomando en serio las capacidades cognitivas y discursivas de los individuos, se propone seguir la carrera de las propuestas de acción pública interesándose en las estrategias de definición, argumentación y conflicto que estos realizan en los juegos de lenguaje, de reclutamiento y de poder en los cuales se inscriben. Apoyándose en una metodología cualitativa, esta perspectiva comprensiva da una mayor importancia a la pregunta por el sentido que despliegan los actores para configurar coacciones y oportunidades en sus interacciones dentro del proceso de decisión.
